It said the plans are being drawn up by Morocco’s National Company for the Studies of the Strait of Gibraltar (SNED) and its Spanish counterpart, the Society for Studies of a Fixed Communication across the Strait of Gibraltar, or Secegsa.
The tunnel would carry a high-speed railway, cutting the journey time between Casablanca and Madrid to five-and-a-half hours.
SNED said it and Secegsa have done 44 oceanographic surveys using seismic reflection and others based on sonar.
Some 5,000 samples have been gathered from the sea bed to determine the geology.
A business case has yet to be finalised.
