Raiders quarterback Aidan O’Connell will dress, but he is inactive for Monday Night Football.
He will serve as the emergency, third quarterback, making him eligible to play only if Desmond Ridder and Carter Bradley are injured.
O’Connell went through a pregame workout where it was determined he was not ready to start after missing practice all week with a bone bruise.
He was injured in the Week 14 loss to the Bucs.
O’Connell’s status means Ridder will start against his former team.
The Raiders’ other inactives are cornerback Sam Webb (back), defensive end Charles Snowden, offensive lineman Andrus Peat and defensive end Maxx Crosby (ankle).
The Falcons’ inactives are running back Carlos Washington Jr., inside linebacker Rashaan Evans, defensive lineman Brandon Dorlus, offensive lineman Elijah Wilkinson, offensive tackle Brandon Parker and wide receiver Casey Washington (concussion).
